5 Opportunities: Advisor – Continuous Quality Improvement at Jhpiego, Jhpiego, a global leader in healthcare solutions, is seeking to fill five positions for Advisor – Continuous Quality Improvement (CQI) under the Reaching Impact, Saturation, and Epidemic Control (RISE) Project. Funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), the project supports voluntary medical male circumcision (VMMC) services across five regions in Tanzania: Iringa, Morogoro, Njombe, Singida, and Tabora. This one-year extension runs from October 1, 2024, to September 30, 2025.

The CQI Advisor will provide leadership, direction, and mentorship to Quality Assurance (QA) Assistants across the supported regions. The role focuses on ensuring quality standards, implementing continuous quality improvement strategies, and driving key performance metrics required by Jhpiego, MOH, USAID, and PEPFAR.

Position Summary
The CQI Advisor is responsible for supporting quality assurance and improvement efforts across all project-supported regions. As a key member of the Project Management Team (PMT), the Advisor will collaborate with healthcare teams to strengthen capacity and improve service quality. The position reports to the Chief of Party (CoP) and supervises the QA Assistants.

Responsibilities:

  • Collaborate with Regional and Council Health Management Teams (RHMTs and CHMTs) to build the capacity of providers for delivering safe, high-quality VMMC services.
  • Advocate for a continuous quality improvement (CQI) mindset and strengthen quality improvement teams (WITs/QITs) through structured mentorship.
  • Support CHMTs in integrating VMMC services into routine CQI activities and provide supportive supervision.
  • Promote timely identification, management, and documentation of VMMC adverse events (AEs) and support skills development to prevent AEs.
  • Ensure awareness and compliance with internal and external quality assurance standards led by MOH, USAID, and PEPFAR.
  • Contribute to the development of work plans, identifying priorities and strategies to meet CQI objectives.
  • Utilize the Collaborating, Learning, and Adapting (CLA) framework to generate insights and promote quality improvement initiatives.
  • Contribute to performance analysis, reporting, presentations, and success stories through data-driven insights.
  • Represent the project in national and donor meetings, sharing CQI lessons and best practices to influence policy and advocacy.
  • Perform additional duties as assigned by the supervisor.

Required Qualifications:

  • Bachelor’s degree in medicine, nursing, or other health-related fields, particularly public health, or extensive experience in quality assurance and improvement.
  • At least 7 years of experience in implementing quality assurance and quality improvement, particularly in HIV prevention programs (VMMC experience preferred).
  • 5 years of experience managing quality measures in donor-funded programs.
  • Experience working with Quality Improvement Teams (WITs/QITs) and collaborating with RHMTs and CHMTs.
  • Familiarity with USAID, MOH, PORALG, and other international NGOs and CSOs is desirable.
  • Strong decision-making, change management, and results-oriented skills.
  • Proven experience in capacity building and training.
  • Excellent written and oral communication skills in Kiswahili and English.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
  • Willingness to travel up to 40% of the time.
